How-to

City, county or Oakwood? How to find out who governs a Hall County parcel in five minutes

The short answer

Before you tour a space or sign a letter of intent, find out who governs the parcel. In Hall County that can be the City of Gainesville, unincorporated Hall County, Oakwood, Flowery Branch or one of six other towns and cities. Three steps settle it: the shared Gainesville-Hall County GIS, a zoning verification letter, and the right board's calendar. Here is the five-minute check, the letter fees and a table of every jurisdiction.

Before you tour a space, write a letter of intent or order a survey, find out who governs the parcel. In Hall County the answer can be the City of Gainesville, unincorporated Hall County, Oakwood, Flowery Branch or one of six other towns and cities, and it decides which zoning code applies, which board hears a rezoning, which calendar you are on and where you get a business license. The Census Bureau lists nine incorporated places with territory in Hall County (U.S. Census Bureau), and each city runs its own zoning process while the county’s code covers the rest (Hall County UDC).

The mailing address will not tell you. Gainesville-Hall County GIS assigns addresses for every municipality in the county (Gainesville-Hall County GIS). Northeast Georgia Medical Center Braselton has a Braselton address, yet OpenStreetMap’s town boundary places the hospital outside Braselton’s limits, in unincorporated Hall County (OpenStreetMap). Even the Hall County Government Center at 2875 Browns Bridge Road falls inside Gainesville’s city limits on OpenStreetMap’s boundary data (OpenStreetMap). Three steps settle it.

Step 1: the shared GIS (two minutes)

Gainesville-Hall County GIS is a partnership of Hall County and the cities of Gainesville, Oakwood and Flowery Branch (Hall County GIS). Its viewer shows parcels, zoning, subdivision lots, flood zones, utilities and future land use layers, and the county’s parcel and assessment records on qPublic carry a zoning layer updated weekly (Hall County GIS). Open the zoning lookup, find the parcel and write down four things:

  • Jurisdiction: inside a city limit or unincorporated county.
  • Zoning district: the code shown, for example H-B or I-1 in the county, or G-B or L-I in the city.
  • Overlays: both codes have them. The county’s include the Gateway Corridor Overlay and an Airport Overlay (Hall County UDC); Gainesville’s include Airport, Gateway Corridor, Midland and watershed overlays (Gainesville ULDC).
  • Flood zone: then confirm it on FEMA’s Flood Map Service Center, which looks up the current map by address (FEMA).

In Gainesville, the city’s code says the official zoning map may be kept in GIS and that data is part of the official map (Gainesville ULDC). Flowery Branch also posts a signed zoning map PDF (City of Flowery Branch).

Step 2: the zoning verification letter (a few business days)

The map is a screen. The letter is the record a lender, a title company or a permit desk will ask for. In Gainesville, a zoning verification is generally required to get a building permit, sign permit or business license (City of Gainesville).

Jurisdiction Letter fee Source
City of Gainesville $25; staff need at least three business days City of Gainesville
Unincorporated Hall County $25 Hall County UDC
City of Oakwood $25 per parcel City of Oakwood
City of Flowery Branch $75 City of Flowery Branch

Step 3: the right board and the right calendar

Jurisdiction Code Who hears a rezoning Planning contact
Unincorporated Hall County Unified Development Code, amended Sept 10, 2026 Planning Commission recommends (reinstated Nov 1, 2026); Board of Commissioners decides Planning & Zoning, 770-531-6809
City of Gainesville Unified Land Development Code, adopted Dec 16, 2025 Planning and Appeals Board (advisory); City Council decides Community & Economic Development, 311 Henry Ward Way, 770-531-6570
City of Oakwood Chapter 54 of the City Code Planning Commission recommends; two City Council readings Oakwood City Hall, 4035 Walnut Circle
City of Flowery Branch Code of Ordinances (Article 34 for rezoning submittals) Hearing steps are not published on the city site; ask Community Development Community Development, 770-967-6378
Braselton, Buford, Clermont, Gillsville, Lula, Rest Haven Each town’s own code Each town’s own boards The town hall

The calendars differ as much as the boards. Hall County’s next published application deadline is Friday, October 23, 2026, feeding a Planning Commission hearing on Monday, December 21, 2026, on a schedule the county labels tentative. Gainesville’s Planning and Appeals Board meets Tuesday, November 10 and Tuesday, December 8, 2026, at 5:30 p.m. (City of Gainesville), but the city publishes no filing-deadline calendar, so call the planning office for the closing date. Oakwood’s next completed-application deadline is Monday, November 23, 2026, for a Planning Commission meeting on Thursday, January 14, 2027 and a first council reading on Monday, February 8, 2027; its commission does not meet in December (City of Oakwood). All of them sit on our rezoning calendar.

Edges that trip people up

  • Towns that cross county lines. Braselton spans four counties (Hall County); Buford and Rest Haven are split with Gwinnett County, and Lula and Gillsville with Banks County (U.S. Census Bureau). Check the county first, then the town.
  • Fire plan review. The Hall County Fire Marshal handles inspections and plan review for the county and every municipality except Gainesville (Hall County Fire Marshal), where the Gainesville Fire Department reviews plans.
  • Business license. Hall County’s license applies only to businesses physically in unincorporated Hall County; businesses inside a city deal with that city (Hall County).

When the answer turns a deal, confirm it with the planning office in writing. Our zoning and permitting guide has each jurisdiction’s rezoning steps, and the buyer’s guide and leasing guide show where this check fits in a purchase or a lease.
