Hall County’s Planning Commission returns Nov 2, 2026: what changes for commercial rezonings

The short answer

Hall County reinstated its Planning Commission effective November 1, 2026, and its first meeting is Monday, November 2. For a commercial rezoning or special use in unincorporated Hall County, that adds a public hearing and recommendation before the Board of Commissioners takes final action. Variances and conditional uses now end at the commission unless appealed. Here is the new path, the published dates and the appeal window.

Hall County reinstated its Planning Commission effective November 1, 2026, and the commission’s first meeting is scheduled for Monday, November 2, 2026, according to the county’s Planning Commission page (Hall County). If you are buying, selling or developing commercial land in unincorporated Hall County, the change matters in one practical way: a rezoning now passes through two public hearings instead of one, and a contract timeline has to make room for both.

Which body decides what

The commission does not replace the Board of Commissioners on rezonings. It adds a hearing in front of it. The county splits the work like this (Hall County):

Request Public hearing Final action
Rezoning Planning Commission, with a recommendation Board of Commissioners
Special use Planning Commission, with a recommendation Board of Commissioners
Variance Planning Commission Planning Commission, unless appealed
Conditional use Planning Commission Planning Commission, unless appealed

The commission has five members, one appointed by each county commissioner, under the Unified Development Code the county adopted on September 10, 2026 (Hall County UDC). It meets on the 1st and 3rd Monday of each month at 5:15 p.m. at the Hall County Government Center, 2875 Browns Bridge Rd, unless otherwise noted. Board of Commissioners voting meetings are at 6 p.m. on the 2nd and 4th Thursdays, and public comment on a zoning item is taken only at the voting meeting where it is heard, not at work sessions (Hall County BOC).

Two limits on all of this. First, it applies only in unincorporated Hall County. Gainesville, Oakwood, Flowery Branch and the other cities run their own zoning with their own boards, so start with who decides your parcel. Second, if a search summary tells you the Planning Commission is suspended, it is out of date.

The path from pre-application to final vote

  1. Pre-application meeting. Required before any rezoning, special use, conditional use or variance application, with a site plan and narrative ready (Hall County). The county will not accept a rezoning application unless that meeting was held within the 2 months before submittal (Hall County packet). For commercial or industrial work, bring a Trip Generation Memo; 500 or more daily trips triggers a Traffic Impact Study (Hall County UDC).
  2. Submit in Accela by the deadline. The packet lists the application, owner authorization, campaign contribution forms, a recorded plat, deed, narrative, scaled site plan, elevations, a trip memo or traffic study as staff decide, utility will-serve letters and site photos (Hall County packet).
  3. Sufficiency review. Staff have 15 days after each deadline to review submittals; an incomplete application gets no agenda date until the missing information arrives (Hall County schedule). A status letter follows within 14 days of the deadline.
  4. Fee and sign. The fee is invoiced by email once the application is complete, and the county warns it will never ask for a wire transfer. The applicant picks up and posts the notice sign, then emails photos and a signed affidavit by the due date; late proof moves the hearing to the next date (Hall County packet).
  5. Planning Commission hearing. Newspaper notice runs 30 to 45 days ahead, and mailed notice goes to the owner of record and the applicant 30 to 45 days ahead (Hall County UDC).
  6. Board of Commissioners hearing and vote. The applicant or a representative must attend both hearings (Hall County packet).

The published dates, and why they are tentative

The county’s 2026 commission schedule is titled proposed and tentative, and every 2027 Board of Commissioners date on it is printed “Tentatively” because the board had not adopted its 2027 calendar when we checked on October 19, 2026 (Hall County schedule). Use these as planning dates, not promises:

Application deadline Planning Commission Board of Commissioners
Fri, Oct 23, 2026 Mon, Dec 21, 2026 Thu, Jan 28, 2027 (tentative)
Fri, Nov 6, 2026 Mon, Jan 4, 2027 Printed as “Thursday, February 1, 2027” (see below)
Fri, Nov 20, 2026 Tue, Jan 19, 2027 Thu, Feb 25, 2027 (tentative)
Fri, Dec 4, 2026 Mon, Feb 1, 2027 Thu, Mar 11, 2027 (tentative)
Fri, Dec 18, 2026 Mon, Feb 15, 2027 Thu, Mar 25, 2027 (tentative)

Count the days. An application that makes the October 23 deadline reaches the commission 59 days later and the board 97 days later, and that assumes it passes sufficiency review the first time. One date needs a phone call: the schedule prints “Thursday, February 1, 2027”, but February 1, 2027 is a Monday. Planning and Zoning answers at 770-531-6809 (Hall County).

The first agendas are already set. The November 2 meeting hears applications that were due September 4, 2026, and items heard on November 2 and November 16 (the second date still tentative) are listed for the Board of Commissioners on Thursday, December 10, 2026, at 6 p.m. (Hall County BOC schedule). Every body’s dates, side by side, are on our rezoning calendar.

The appeal window

Hall County’s application packet says an appeal of a Board of Commissioners zoning action goes to Superior Court within 30 days under Georgia’s Zoning Procedures Law (Hall County packet). The UDC fee table separately lists $200 for an appeal to the Board of Commissioners (Hall County UDC). A variance or conditional use decided by the commission stands unless it is appealed; the sources we checked do not state the deadline for that appeal. Confirm the route and the deadline for your case with the planning office or your attorney.

What it means for a commercial deal

  • Build the contract around the real calendar. A rezoning contingency should run from a deadline you can actually meet (after a pre-application meeting inside the 2-month window) through the board vote, plus the 30-day appeal period.
  • Know the fee before you file. Rezoning to O-I, S-S, H-B, I-1, I-2, Planned Development or M-U costs $450 for 0 to 5 acres, $550 for 5 to 10, $750 for 10 to 20 and $1,500 for 20 to 100 (Hall County UDC). Withdraw before advertisement and the county refunds 50 percent; after advertisement but before the hearing, 25 percent (Hall County packet).
  • Expect the final body to shape the outcome. On September 10, 2026, commissioners approved the Danji industrial park site on White Sulphur Road by a 3-1 vote, but as Planned Industrial Development and Light Industrial (I-1) rather than the Heavy Industrial (I-2) requested, with nine conditions (Hall County minutes). That vote came before the commission returned; under the new structure, a recommendation will sit in front of the board first.
  • Conditions follow the land. After approval, a project moves to Development Review or a building permit, and zoning conditions must be met before permits or a business license are approved (Hall County packet).

If the parcel you are weighing needs a rezoning, our guide to commercial land in Hall County covers how to tell what a site is zoned today and what to check before you sign, and the buyer’s guide shows where a rezoning contingency fits in the rest of due diligence.
